That's not slope-int form.
2y+3=-1/3(x-2) = -x/3 + 2/3
2y = -x/3 - 7/3
y = (-1/6)x - 7/6 is slope-int form. Solve for y to get that.

y = (-1/6)x - 7/6
6y = -x - 7
x + 6y = -7 in standard form
