y=a(x-h)^2+k vertex point=(h,k)=(-1,-3)
=a(x+1)^2-3
-1=a(0+1)^2-3
-1=a-3
a=2
y=2(x+1)^2-3
=2(x^2+2x+1)-3
=2x^2+4x+2-3
=2x^2+4x-1
