Here are ALL of the possible ways to plug in the 4 given numbers into the 4 given slots above. You'll notice that none of these ways generates 24. So either there's a typo or there's actually no solution.

16+8/4*2 = 20
8+16/4*2 = 16
16+4/8*2 = 17
4+16/8*2 = 8
8+4/16*2 = 8.5
4+8/16*2 = 5
16+8/2*4 = 32
8+16/2*4 = 40
16+2/8*4 = 17
2+16/8*4 = 10
8+2/16*4 = 8.5
2+8/16*4 = 4
16+4/2*8 = 32
4+16/2*8 = 68
16+2/4*8 = 20
2+16/4*8 = 34
4+2/16*8 = 5
2+4/16*8 = 4
8+4/2*16 = 40
4+8/2*16 = 68
8+2/4*16 = 16
2+8/4*16 = 34
4+2/8*16 = 8
2+4/8*16 = 10
