Subtract 3 from both sides to get:
(-2/5)x = 3
Multiply both sides by -5/2 to get:
x = 3(-5/2)
x = -15/2
x = -7 1/2
-------------------
-2 + (1/6)x = 7
Add 2 to both sides to get:
(1/6)x = 9
Multiply both sides by 6 to get:
x = 54
