For this one you need to find the percentage of people in this country that have these devices. You divide 221 by 250 and get .884 multiply this by 100% and you get 88.4%. Therefore, 88.4% of 2,800,000 is simply the product of .884 and 2,800,000, which is 2,475,200 people.
