log(2x+3)- log(4x) = 2
log [2x+3}/[4x] = 2
Now, assuming the base is "10" you get;
[2x+3]/[4x} = 10^2
Then 2x+3 = 100(4x)
Then 3 = 398x
Finally x = 3/398

Subtract the log on the right side over to the left side;
Now use your log property to turn the left side into one log;
Now use the inverse log property,

Rewrite 100 as 100/1
Cross multiply;
Solve for x;

There you go!
