Complete the square for x and y:
4x^2 + 4x + 1 + 4y^2 - 4y + 1 = 7 + 1 + 1
x^2 + 1 + 1/4 + y^2 - y + 1/4 = 9/4
(x+1/2)^2 + (y-1/2)^2 = (3/2)^2
--> A circle, center at (-1/2,1/2), radius 3/2
