22.8 is not possible. You would have to make some adjustment to say that you will either round up or round down or you will round to the nearest integer.

Your equation would be:
y = number of students on the bus = % of students on the bus * capacity of the bus.

With 40%, your equation would be:
y = .4 * 57 = 22.8 that would make the number either 22 or 23 depending on your rounding logic.
