Midpoint of (2,4) and (-6, 10):
x_mid: (2-6)/2=-4/2=-2
y_mid: (4+10)/2=14/2=7
Midpoint: (-2,7)
Any line perpendicular to y=3 is equation x=k (k is any number)
Equation is x=-2 (it's x-coordinate of midpoint)

first lets find the mid point of (2,4) and (-6,10)
:
midpoint formula((2-6)/2,(4+10)/2)
:
(-2,7) is the midpoint of these two points
:
now ordinarily we would have to find the slope of the line in question however in our case y=3 is a horizontal line 3 units above and parallel to the x axis
:
so we know the line we want is going to be a vertical line and it passes thru
(-2,7). the x coordinate is -2 therefore we know our equation is x=-2 which is a line that is 2 units to the left and parallel to the y axis.
