#1 You don't graph the inequality, you graph the equality which is
the boundary of the inequality. Graph it as a dashed line because
it is not part of the solution.
Graph y = 3x+1

#2 Since you want y LESS than 3x+17, shade the halfplane BELOW
the boundary line. That is the graph of the inequality.
