Mltiply thru by 21 to get:
3(2r-3) + 3*3 = -7r
6r - 9 + 9 = -7r
6r+7r = 0
13r = 0
r = 0

(2r-3+3)/7=-r/3
2r/7=-r/3
-7r=3*2r
-7r=6r
-7r-6r=0
-13r=0
r=0/-13
