The answer is $108.
I've tried several formulas, but am convinced I am missing an integral piece of the equation.

Let "x" be the fixed total cost.
If 36 people go the average cost is x/36 dollars per person
-------
If 40 people go the average cost is x/40 dollars perperson
--------
EQUATION:
36person cost is 12 more per person than 40 person cost
x/36 = x/40 + 12
---------
Multiply thru by 360 to get:
10x = 9x + 12*360
x = $4320
----------
If 40 charter the airplane the per person cost is 4320/40 = $108.00
