When you have a problem with fractions, such as you have here, consider clearing the fractions by multiplying the entire equation by the LCD.
Multiply both sides by 10, the LCD.
Simplify.
Subtract 3r from both sides.
Add 20 to both sides.
Divide both sides by 13.
