I know area is l*w, so I would assume I would plug in the included formula for b and c, but my answer was incorrect. I also know P=s+s+s+s, I also tried plugging in the included numbers above and was also incorrect.

in this problem NOBODY ASKS you to find the AREA.
The problem ASKS YOU to find the perimeter, only (if I read the problem correctly from your post).
So, you need calculate one side length, then the other side length.
One side length is the sum of the polynomials a(x) and b(x).
So, add these polynomials.
The other side is the sum of the polynomials c(x) and d(x).
So, add these two polynomials.
Next, when you know the side lengths, add four of them to get the perimeter.
