pavement costs twice the amount of the base material, therefore:
P = 2B
sidewalk costs one fourth the mount of the pavement, therefore:
S = P/4
since P = 2B, and since S = P/4, then S = 2B/4 = B/2

you have:
P = 2B and S = B/2
you also have P + B + S = 1,740,000
replace P with 2B and S with B/2 and you get:
2B + B + B/2 = 1,740,000
multiply both sides of this equation by 2 to get:
4B + 2B + B = 1,740,000
combine like terms to get:
7B = 1,740,000*2 = 3,480,000
