is the time. The question asks, "How long will it take...", so it is clear that time is what you want to know to answer the question. Since the distance is 600 meters and the speed is 18 km per hour you first need to make the distance and the speed use the same units. Either change the 600 meters to 0.6 kilometers or change the 18 kilometers per hour to 1800 meters per hour. Then replace the and the with the values you are using and do the arithmetic required to calculate . In other words, either:
