I’m confused on what exactly to do to get the answer.

36 of 45, i.e.  =  of the pool favor chocolate chips.


Hence, taking it as the base, we can expect that    of 1000, i.e. 800 favor chocolate chips.


The rest 200 of 1000 prefer sugar cookies.
