Divide both sides by 3 and simplify to get y = (5/3)x - 1/3
The slope of this line is 5/3
Flip the fraction: 5/3 ----> 3/5
Flip the sign: +3/5 -----> -3/5
In other words, take the negative reciprocal of 5/3 to get -3/5
The perpendicular slope will be -3/5
Unfortunately none of your answer choices have a slope of -3/5 so there's a typo somewhere. If I had to guess, I'd say choice C should have -3/5 as the slope instead of -3. Though D could easily be the one with the typo.
