My attempt:
First solve for x in the first equation:
.06x-.01y=9
x=3/2 +y/6
Then plug this in for x in the second equation:
.05(3/2+y/6) + .03y=19

.06x-.01y=9
You didn't solve that for x correctly. 

Multiply through by 100

6x-y=900

You should solve that for y, not x

6x-900=y

the equation for the second sentence:

Five percent of the first increased by 3 percent of the second equals 19.
.05x-.03y=19

Multiply that through by 100

5x-3y=1900

Now substitute 6x-900 for y in that and you'll get it.
