8x-3<8x+16
subtract 8x from both sides
-3<16. This is true. Therefore, every x works and there are infinite solutions.

-3<16 yes
Try 10

Try -10
-83<8(-8) yes
For an equality, -3=16 means no solutions.
For an inequality, -3>16 means no solutions, but -3<16 means infinite number of solutions.
