f(x+h)=2(x+h)^2+3=2x^2+4xh+2h^2+3
f(x+h)-f(x)=2x^2+4xh+2h^2+3-2x^2-3=4xh+2h^2
Divide by h and get
4x+2h
and as h goes to 0, the derivative, which is what this will be, is 4x.
