fog(x) = f[g(x)] = f(x-3) = 4(x-3)^2+9 = 4(x^2-6x+9)+9 = 4x^2 - 24x + 45

f[g(-1)] = f(-1-3) = f(-4) = 4(-4)^2+9 = 64+9 = 73
