The question is not very accurate but the shown answer is based on taking the 20 months to the nearest tens, into the next finer place value. 15 months to the nearest ones is close to 20 to the nearest ones; and 24 to the nearest ones is close to 20 to the nearest ones. The starting quantity of 20 months is meant as twenty in ONE significant figure, like saying 2 x 10^1, in which only the "2" is significant, and that the "0" is not significant.
