x = number of gallons.
19 cents = .19 dollars
18.4 cents = .184 dollars.
37.4 cents = .374 dollars.

multiply x by .374 and you get the cost of the tax in dollars and cents.

for example, when x = 20, tax = .374 * 20 = 7.48 = 7 dollars and 48 cents.

so your formula is tax dollars = .374 * x, where x is the number of gallons you bought.
