THE RULES ARE: (+*+=+), (+*-=-), (-*-=+) & (-*+=-). OR: LIKE SIGNS WHEN MULTIPLIED=(+). UNLIKE SIGNS WHEN MULTIPLIED=(-).
THEREFORE THIS PROBLEM (-23)(-3)=+69 ANSWER.

(-23)(-3)=46 because the product of two negatives is positive.
