Without more context, my guess as to the meaning of and is almost a wild guess.
For divisibility and prime factoring, I would use and to mean whole numbers.
Then, I would represent even numbers (multiples of 2) as , odd numbers as , and multiples of 3 as .
The meaning of your and has to have been defined at some point (maybe a couple of pages/lessons back).
