The decimal 0.005 is read as "five thousandths".

The fraction  is ALSO read as "five thousandths".

So they are the same thing.

We can't "reduce" the decimal, but we CAN reduce the fraction!

We divide the top and bottom of  by 5



That's a quotient of two integers because 1 and 200 are both
integers and putting one over the other is dividing and when
we divide we get a quotient.
