Every circle is p times as far around it as it is across it at the widest point.
p = about 3.14159.

So if you measure across a circle (i.e., measure across its diameter), and then measure all the way around the circle, you will find that it is a little bit more than 3 times as far around it as it is across it. That "little bit" is what the decimal part of p means.
