Either convert the fraction to a decimal or the decimal to a fraction. This will make the comparison easier.

In this case I think changing the fraction to a decimal is easier than the other way around. To change 4/9 into a decimal just divide 4 by 9 (by hand or with a calculator). Then compare that decimal with 0.445. It should be easy to see which is larger (if if they are the equal).
