In the number 13.06381, the ten-thousandth place is the 4th slot to the right of the decimal. In other words, the ten-thousandth place is the underlined digit shown below


Ten-thousandth place (is underlined): 13.06381

Now just look to the right of that digit and make a note of that number. That number is 1. Since it is not greater than or equal to 5, this means that we do NOT round up. So that 8 stays the same, but we lose everything to the right of that 8.
