If the sum OF THE DIGITS of a two-digit number is 13, then this is very different.

u, the units or ones digit
Number is 10t+u.
t+u=13.

In the first place, I think you meant to say that the sum of the digits of a two-digit number is 13. Otherwise I would have to ask you "the sum of a two-digit number and what?" since addition is a binary operation.
