the budget is 20 doll;ars.
the cost for each attendee is 2 dollars.
20 / 2 = 10
the maximum number of attendees is 10.
if 10 attend, then the total cost is 10 * 2 = 20.
it can be less than 10, but it can't be more than 10, because more than 10 will cost more than 20 dollars total.
for example, 11 * 2 = 22 which is greater than 20.
