Given sum of the digits is 10..the combinations are
6+4 and vice versa
1+9 and vice versa
2+8 and vice versa
5+5
3+7 and vice versa
Given:10's digit is 1 more than twice the units digit
Lets take 6 and 4..let units digit be 4..1+2(4)=9
Does not fit right
Do the same for all the combos
For 3 and 7..let the units digit be 3
You hence have 1+2(3)=7 tens digit
The number is 73
