l=3x + 1 , b = x
perimeter of rectangle = 16
2(l+b) = 16
2(3x+1+x)=16
4x+1=8
4x=7=>x=7/4
l=3x+1=3(7/4)+1=25/4=6.25
b=x=7/4=1.75

----
P = 2(L+W)
----
L+W = 16/2
-------
L+W = 8
----
Solve for "x"::
3x+1 + x = 8
4x = 7
Width:: x = 7/4
---------------
length:: 3x+1 = 3(7/4)+1
