N=nickels; Q=quarters
N+Q=35
N=35-Q
$0.05N+$0.25Q=$2.50 Substitute for N
$0.05(35-Q)+$0.25Q=$2.50
$1.75-$0.05Q+$0.25Q=$2.50 Subtract $1.75 from each side.
$0.20Q=$0.75
Q=3.75 To have $2.50, you would have 3.75 quarters, so to have less, the maximum number of (whole) quarters would be 3.
