This seems like a linear optimization problem, but I am unsure about the Objective Function. Even so, these are three inequalities in only TWO variables, c and p, and the system can be graphed. You might want to use the money relationship as the Objective Function, but the graphing would be the most clear way to find a solution region. You decide which variable to be for which number line axis (of the two, for a two dimensioned Cartesian graph).
