There are a possible 33 man-hours of labor.
4 hours to make a wreath yields $75 in profit, or $18.75 per man-hour
1 hour to make a centerpiece that yields $48 in profit, or $48 per man-hour

It's pretty clear where most of the labor should go.
18 centerpieces = $864 with 15 man-hours wasted
17 centerpieces = $816 + 1 wreath = $891 with 12 man-hours wasted.
16 centerpieces = $768 + 2 wreaths = $918 with 9 man-hours wasted.
15 centerpieces = $720 + 3 wreaths = $945 with 6 man-hours wasted.
14 centerpieces = $672 + 4 wreaths = $972 with 3 man-hours wasted.
13 centerpieces = $624 + 5 wreaths = $999
9 centerpieces = $432 + 6 wreaths = $732

Once you make more than 5 wreaths, you're not using the employees to their maximum profit.
