I BELIEVE YOU HAVE THE WRONG STATEMENT. THE MINIMUM NUMBER OF TEACHERS + STUDENTS IS 1+26=27. HOWEVER YOU STATE THAT THERE ARE ONLY 9 SEATS OCCUPIED.
THESE FIGURES MAKE NO SENSE.
