If 10x-2 is the rate, x(10x-2) is the amount of savings after x weeks.

Equations:
x(10x-2) = 100
10x^2 -2x -100 = 0
5x^2 -x - 50 = 0

x= 3.2639

I doubt that is the right answer for your problem.
For that matter, I doubt that 10x-2 is a rate.
