Solve using elimination:
E1: 3x - 6y = 9
E2: 4x - 8y = 4
Multiply E1 by 4 and E2 by -3 and add E1+E2 and the x's will be eliminated.
4(3x-6y)=4(9)--->12x-24y=36
-3(4x-8y)=-3(4)--->-12x+24y=-12
:
12x-24y=36
-12x+24y=-12
____________
0+0=24
0=24
Because the x's and y's were both eliminated and 0 does not equal 24, there is NO SOLUTION.

These are two parallel lines that will never intersect. (If you know how to put equations of lines in slope intercept form, then put these lines in slope intercept form. After everything is reduced, you will see that their slopes are the same and they have different y-intercepts. Parallel lines have the same slopes and never intersect.
