3x-2y=-19
add 2y
3x=2y-19
add 19
3x+19=2y
2y=3x+19
2y=2x+16
set them equal
3x+19=2x+16
subtract 2x
x+19=16
x=-3
3(-3)-2y=-19
-9-2y=-19
add 9
-2y=-10
divide by -2
y=5
