then E(0)=63.1 then E(0)=a*0+b=b=63.1
then E(t)=at+63.1
in 1996, it was 65.4 years
then E(6)=65.4 then 6a+63.1=65.4
then 6a=2.3
a= 2.3/6
then E(t)=(2.3/6)t+63.1
