The 7 drinks cost a total of 7($2) = $14.

That leaves $35-$14 = $21 for buying hot dogs. At $3 each, the maximum number of hot dogs he can buy is $21/$3 = 7.

Since the problem asks for the maximum number of hot dogs he can buy, the information that he must buy at least 13 drinks and hot dogs together is irrelevant; 7 drinks and 7 hot dogs is more than 13 total items.
