I don't know what the reference you are using calls "the five step strategy"....

Maybe something like this:

(1) Define a variable
Let x be the number we are looking for.

80% is 0.80 or 4/5.

(2) Write the equation that says 80% of the number is 224.


(3) Solve the equation: multiply both sides of the equation by the reciprocal of 4/5.



(4) Answer the question.
80% of 280 is 224.

That's 4 steps; perhaps your five step strategy uses two separate steps to do one of the four I used.
