let x = probability that C wins
then 3x = probability that B wins (3 times as likely as C)
then 6x probability that A wins (twice as likely as B)

The sum of the probabilities for all three horses is 10x; the probability that B or C wins is 4x.

ANSWER: The probability that B or C wins is 4x/10x = 4/10 = 2/5 = 0.4 = 40%
