what he has left is 89 minus 34 = 55 dollars.

that's how much he can still spend.

the inequality to model this would be:

y <= 89 - x

y represents how much he can still spend.

x represents how much he already spent.

when x = 34, y <= 89 - x becomes y <= 89 - 34 which becomes y <= 55.
