For the current speed I came up with the answer of 8.3 mph. But I could not figure out the speed of the boat in still water.

let b=boat, c=current ... b+c=210/10 ... b+c=21 ... b-c=210/70 ... b-c=3
(b+c)+(b-c)=21+3 ... 2b=24 ... b=12
12+c=21 ... c=9
