Use the distributive property to multiply 0.15 by each of the terms in the second set of parenthesis:

Remove the parenthesis from (20 + 0.5x) and combine like terms on the right side of the equal sign:

62.10 = 20 + 0.5x + 3 + 0.075x =====> 62.10 = 23 + 0.575x

Subtract 23 from both sides of the equation:
