Estimate how many inches of snow would have to fall before the event receives a payout equal to the cost of the policy. The maximum limit of the policy is $1,500,000/$75,000 or 20 inches of snow above 39 inches or 59 inches.
For $1,000,000, it will be 14 inches to put it over $1,000,000 (13.3 inches more if fractions are allowed, which they don't appear to be here). This would be 39+14 or 53 inches.
The expression is P(s)=75,000*(s-39) for s >=39
