i would say the base units here would be the tank itself and the length of the highway.

the derived unit could be number of kilometers per tank.
the derived unit could be number of tanks per kilometer.

for example, since the tank has to be refilled every 2 miles, then:

the number of kilometers per tank would be 2/1 = 2.
the number of tanks per kilometer would 1/2 = .5.

alternatively:

the derived unit could be kilometers per liter.
the derived unit could be number of liters per kilometer.

for example, assuming the tank holds 5 liters of paint and has to be refilled every 2 kilometers, then:

the number of kilometers per liter of paint in the tank would be 2/5 = .4

the number of liters of paint in the tank per kilometer would 5/2 = 2.5.

let's assume that you painted 10 kilometers of highway.
